I am Filipino but not in the Philippines, can I apply for Europe from where I live now?

Often yes. Your Philippine documents (NBI, DFA apostille) plus host-country police clearance both apply. Valid host residence (UAE Emirates ID, Saudi Iqama, Qatar QID, Singapore EP, Hong Kong HKID, Canada work permit) sets where you may file. Do I need to go back to Manila for POLO/OEC?

If you depart from the Philippines, DMW/POLO and OEC apply. If you deploy from your GCC or overseas residence, exit mechanics and POLO verification differ. Confirm with DMW/POLO plus the European mission for your corridor.
