Click-day and the Blue Card exception
- Timestamp-driven: employer filings rank by submission time through the Ministry of the Interior portal, pre-registered dossiers with clean documents win the race.
- Post-clearance path: nulla osta → consular work visa → residence-contract signing → permesso di soggiorno at the Questura within 8 days.
- Quota-exempt: highly qualified professionals under the EU Blue Card (Carta Blu UE) sit outside the quota with a statutory processing window, different salary and recognition bars apply.
