The timing problem, explained
This is where most applications lose weeks. Clearances are usually valid for a few months from issue. Your consular appointment may be weeks or months away, and the permit is issued after that. If you obtain clearance the day you receive your offer, it can expire before it is ever filed.
| Approach | Result |
|---|---|
| Clearance obtained on offer day | High risk of expiry before filing |
| Clearance obtained on employer authorisation | Acceptable if the appointment is close |
| Clearance sequenced to the appointment date | Valid at filing and through issue |
The practical rule: work backwards from your expected appointment, subtract the issuing time, and only then start the application. Where you need clearance from two countries, sequence them so both are valid simultaneously.
Where to obtain clearance, by country
| Country | Issuing authority | Notes |
|---|---|---|
| United Arab Emirates | Dubai Police / Abu Dhabi Police via the MOI app and service centres, available to residents and to former residents under conditions. | Often required if you lived in the UAE. Check whether the mission wants the Arabic original, an English version, and legalisation. |
| Saudi Arabia | Ministry of Interior criminal record (sijil) through Absher for eligible applicants. | Residents and former residents. Confirm whether your destination mission requires Saudi MOI legalisation. |
| Qatar | Ministry of Interior Criminal Evidence and Information Department. | Typically obtainable by residents; former residents may need a representative. |
| Kuwait / Oman / Bahrain | Respective Ministry of Interior criminal record departments. | Resident applications are usually straightforward; former residents should confirm the representative process. |
| India | Passport Seva Kendra / Regional Passport Office police clearance certificate for passport holders. | Commonly needed in addition to GCC clearance. Frequently requires apostille for European use. |
| Pakistan | District police and the relevant provincial authority, with attestation through the Ministry of Foreign Affairs. | District is usually set by your CNIC address. Requires MOFA attestation and often translation. |
| Bangladesh | Special Branch / Police clearance through the designated national process. | Confirm whether attestation through the Ministry of Foreign Affairs is required for your destination. |
| Philippines | National Bureau of Investigation (NBI) clearance; police clearance from the local jurisdiction where required. | Frequently needed alongside host-country clearance for OFWs. DFA apostille is commonly required. |
| Nigeria / Ghana / Kenya | Nigeria Police Force, Ghana Police Service, and Kenya Directorate of Criminal Investigations respectively. | Often via national police portals with fingerprint submission. Check apostille or legalisation requirements. |
Authority names and application routes change. Verify the current process with the issuing authority and your destination mission before paying any fee.
The attestation chain, in order
A police clearance is rarely usable as issued from the police desk. It usually needs a legalisation chain, and the order is fixed.
Skipping a step, or doing steps out of order, means starting the chain again. This is why clearance is a long-lead item and why it belongs in the first week of your file, planned against the appointment date rather than today.
Police clearance FAQ
Which country must issue my police clearance?
Normally the country of your nationality, plus every country where you have resided for a meaningful period during the window the destination authority cares about — frequently the last five or ten years. If you have lived in a Gulf state, expect to need clearance from both your home country and that Gulf state.
How long is a police clearance certificate valid for a work visa?
Commonly three to six months from issue, but the exact window is set by the destination authority and can be shorter. Because consular appointments and processing sit between issue and submission, clearances obtained too early can expire before they are filed. Time them against your appointment, not your offer.
Can I get my police clearance from the embassy instead of travelling home?
Some countries allow clearance applications through their consulates or embassies abroad, and some Gulf states issue clearance to residents through their own interior ministry. Many countries, however, require an in-country application or an authorised representative. Check the issuing authority rule for each country before assuming you can do it remotely.
Does the police clearance need attestation?
Frequently yes. Depending on the issuing and receiving countries the certificate may need an apostille, or foreign ministry legalisation followed by consular legalisation, and it may need a certified translation. The required chain is set by the destination mission.
Will a minor old offence disqualify me?
Not automatically. Authorities assess convictions case by case against the specific route, the seriousness, and the time elapsed. We do not assess admissibility and cannot predict an outcome. Where a record exists, declare it consistently and accurately — concealment is a far more serious problem than the original matter.
